Why are there a dozen or so fully ripe dandelion seed heads at the edge of the carrot bed (5:14 into the video)?
I you said " never let weeds go to seed or you make your problem 40,000 times worse" . Are those not dandelions and are dandelions not weeds ?
Will the weed seeds also germinate if you use black plastic from the beginning (without clear blastic first)?
