You are right there is nothing in permaculture that says you can't have annual vegetables if you like tomatoes or potatoes then grow them, you do not have to be 100% perennial to have a permaculture garden. Permies like seed saving most of them are annual seeds or the let plants self seed. I think it is important to grow what you and your family likes.
