@Self Sufficient Me Marc, my Garlic growing buddies replant even the tiny cloves. The tiny cloves make single bulb garlic, about half the size of normal garlic. but the following year, the single clove bulbs make huge garlic. 2 year trip, but BIG garlic.

Apparently fresh lawn clippings around the garlic helps the rust problem.
Also, when do you plant the Garlic? There are certain times you should do that. There is 4 months to do it. About week window for each month.
Drought-tolerant Garlic Varieties may be the best so when the next generation is moisture deprived it will flower so generational based bulbs may come through resprouting in the wet season. Garlic bulbs remaining might have resprouted once natural resprout 'bulb' should reviven itself. Your situation may have been overplanted or some other issue, lots of Garlic Varieties, my bulbs that would resprout furthered my ongoing garlic situations, learned this in Area 7 NA Plant so a real rainy season and milder winters lets Garlic bulbs be themselves, yet leaving them to be natural yearly rotations not digging up tje whole patch.2B? C?gcy7a?x
Basically Garlic will show stress in dry, hotter conditions, so that can be a misread to think they were dying off, so some may have been left to sprout, without turning the whole bed or crop.
A big second year bulb will usually exhibit strong advantage as bulb groups left in planting areas will generally naturalize being wisely sought after these multi-year plantings do provide great support for ongoing garlic crops.

Should starter mixes such as Miracle Gro be used to start seed? I wasn't sure if the fertilizer would harm the seed.
