Why not build a single layer paper in-pot within, to start off straight from seeds? I suppose over time the constantly wet single layer may rot into the soil. Not possible?
You can use a plastic pot or a terracotta pot with the same height and slightly bigger diameter as your paper pot in order to support it, this way when you put soil in it you can work faster and you won't need to hold it with one hand and fill it with the other.

How do you water your plants when starting seeds. Wouldn't the paper pot become less sturdy because of continuous watering
