Unfortunately, sometimes things don’t go always the way we plan when you are growing cauliflower seeds. Growing big cauliflower are nice but a Cauliflower without a head is a problem

you didn't needed to through the leaf. you could have stair fry that leaf would be great dish,
Sorry, but the concept of cauliflower needing low temperatures to form heads is a garden myth as we produce them here in the tropics.
Too many plants to close
I could see that the plant are cramped in one very small space. Perhap one of the main reasons not highlighted by you here is the spaciing. I have experienced this early this year. I consumed the entire leaves though at least I got something afters at least 4 wasteful month, at least I am not alone here. I tried again with spacing between 31-36cm, it worked. In just 3 plus months I began seeing cauliflower and brocolli heads growing up.
Cauliflower and brocolli are big plants. When fully grown their leaves could comsume on average up to 40cm space per plant.
Since trying spacing 36-40 cm in mid August I have all my cauliflowers and brocolli heads fully grown. Try the spacing of 31-40cm between each plant perhaps you could see the difference there. That was my experience. Wish you luck.
